"Calling all stations, this is Vault Overseer 119, anyone near Quabbin? SOS Vault door breach, repeat, SOS Vault door breach, enemy unknown, level 1, 2, and 3 gone, survivors on ("service lift?" or "sealed?" or "secure location?") level 4."
From this we understand that following the nuclear attacks, an unknown force breach vault 119 and destroyed levels 1-3. The surviving survivors are on the run and making a final stand on level 4. It is speculated the the message was broadcast near or after the Great War which caused radiation that resulted in the super mutants and deform creatures in the Lore of Fallout.

"Calling all stations, this is Vault 119, SOS, Level 4 is under attack, Overseer is dead, repeat, SOS, Level 4 is under attack, Overseer is dead. ( We want Mark I? We won't make it?)"
It is not clear whether the last part means Mark I or Make it. Regardless, the situation seems desperate.
"Calling (BR=Black Row?) OTST= (On the site?); ground is safe. Too late, level 4 breach. No survivors, 899 corpses. We are leaving Vault 119. Over, back to you."
To me, the most shocked part was not the 899 corpses. The "over, back to you" means survivor 2299 is communicating with someone named Black Row. The message says there are "no survivors" and "we are leaving vault 119". Is this just poor use of grammar because it makes no sense.
Black Row = Black Arrow Way in Massachusetts.
Final Message
SY684> OVERRIDING PROTOCOL VT- 15812 WITH KEY "7667"
Turns out that 7667 is a code or key that must be entered on another site, but I didn't trust it. It took me 2 months to fix my computer, so I am just sticking with my online sources for the feeds.
If you go to the site and enter the code, then another message comes up
"UNKNOWN ENEMY DETECTED" flashes in red
We still are in the dark about who is the enemy. Another hidden message is reveal by hitting [Ctrl]+ A
Once the entire page is highlighted another coded message is revealed but coded. The code translates to:
"They don't know what's coming. It's a key to the great game."
The message could have two meanings. First, Desmond Lockhart, a Fallout 3 character stationed at Point Lookout, mentioned he was traveling Northeast to pursue a "Great Game" of geniuses and billionaires. Second, the message could be breaking the 4th wall. We as the players do not know what is coming.
There is a lot of information and blanks that need to be filled in. Regardless, seems like an interesting way to start a Fallout game. 899 dead, 1 survivor, help allegedly on the way but never comes with the new destination as Black Row.
